Dissent and Protest — A PR Discipline Too
Why shouldn't campaigns of dissent and protest be subject to techniques of orderly, systematic thinking and planning, that is, classic public relations techniques? Heather Yaxley and her PR-oriented colleagues at Bournemouth University in England think they should and held a series of seminars on the subject last year. 

Summaries of four approaches to dissent PR are provided by Bournemouth University's PR Research Group here. Since dissenting views can become the norm, like the women's suffrage movement in the early 20th century, why shouldn't they be organized for clarity and maximum impact? That's better than simply shouting, an attuned PR person would say.

The Truthout site appears to be an approach to these techniques in the U.S.
