Note to U.S. police departments: It's too late for this year, but for next year's New Year's period and your concerns about drunken driving, check out the marvelous PR initiative taken by the Greater Manchester Police Group in England: the "Drunken Disorderly Inn" website, a "Premier accommodation with lots of bars."
The website mimics sites like Holiday Inn and Ramada's by presenting the "premier accommodations" at Manchester lockups and the the "fees" (fines) for booking them (get it?). The available "rooms" are featured, as well as the ease of checking in. And it's "5 Stars" too. A highly sophisticated website with a sobering purpose. More to the point, an example of what a wry, humorous approach to public relations can accomplish on almost any subject, for almost any client.
Create a site like this, publicize it well, and even if many prospective holiday drinkers don't visit it personally, the publicity will likely get their attention. Virtually as good as announcing that the police will have enhanced random sobriety checkpoints for the holiday, we'd imagine.
