Here's one for sole business practitioners or small, start-up businesses without PR budgets. Writing on everythingpr, Liz Becker provides "5 Tips for Great PR on a Tight Budget." They come down to being relational yourself and engaging in social media, starting with a blog. Liz is a recent college graduate, but if she practices her own "start-up" program in a disciplined manner, she'll likely be prominently known before long.

With some elaboration on each, Liz's program includes, 1. Start a Blog, 2. Do Something Newsworthy, 3. Network, 4. Pay-Per-Click Marketing, and 5. Social Media (Facebook and Twitter). She adds as a further practical tip: getting a credit card with a low interest rate. Talk about being all together!
