The Japanese appear to be using a centralized approach to crisis communication (from Tokoyo) rather than a joint information center closer to the stricken plants, as would be the case in the U.S. Yet a severe earthquake, devastating tsunami and electric power problems might have made the closer-in alternative unworkable in this situation anyway.
